Supporting Student Outcomes with the Oregon Department of Education
The Northwest Comprehensive Center (NWCC) partners with the Oregon Department of Education (ODE) to develop and implement projects that reflect the needs of students, educators, and communities across the state. Key priorities established by ODE include:
- Closing the achievement gap
- Providing high-quality educational experiences from early childhood through preparation for college, career, and civic life
- Revising accountability systems to reflect the needs of students
- Ensuring that students graduate with the skills and knowledge to succeed
Together, NWCC and ODE are addressing Oregon’s state priorities through the following projects:
Accelerated Learning and CTE Data Dashboards
ODE developed interactive dashboards with data on student participation in accelerated learning and career and technical education (CTE) to help education leaders at all levels plan programs and track progress. However, the dashboards currently only display data through 2022. NWCC and ODE are updating the dashboards with the most recent data, adding expanded features, and creating self-paced training to help educators and state leaders use the data to make decisions.

District/Education Service District Standards Review
ODE recognizes that the state administrative rules for school districts (Division 22 Standards) and education service districts (Division 24 Standards) need revisions and clearer guidance. Updating and aligning the standards with the state’s goals will strengthen accountability and better support student success. NWCC is reviewing the current standards and processes to identify strategies and best practices for ODE to propose updates and improvements.

Expanded Learning
Oregon has made significant investments in expanded learning, providing grants to fund high-quality early learning, after-school, and summer programs. NWCC is partnering with ODE to develop briefs detailing grantee achievements and early impact, develop a grant evaluation framework, and provide technical assistance to support launch of the 2026 grant program. NWCC also serves as a thought partner to ODE’s Expanded Learning Advisory Group as they continue to build a cohesive expanded learning ecosystem in Oregon.

English Learner Program Support
Oregon created the English Learner Outcomes Program to help identify where districts need additional support to serve their multilingual learners and provide schools with funding, guidance, and technical assistance. To support this program, NWCC is working with ODE to help districts plan, fund, and implement strong English learner programs.

American Indian/Alaska Native Education
In collaboration with NWCC, ODE’s American Indian/Alaska Native Education team is developing an online learning module with basic information on Tribal consultation (a federal requirement for states and districts that meet certain population or funding thresholds). The module will incorporate existing video and materials co-developed by ODE and the nine federally recognized Tribes within Oregon to help ODE staff, district staff, educational partners, and other organizations understand the government-to-government relationship between states, the federal government, and federally recognized Tribes.
